What causes it.
That LED is wired to the power rail, and it reports one fact: volts reached the box. It knows nothing whatever about the disc. Take the spin-up noise away and three candidates are left inside the case. The heads may have come down onto the recorded surface and taken hold. The spindle bearing may have seized. Or the board may never issue the motor a start command. Put it on a bench supply and watch what it draws. Each of the three pulls a different shape, so a few minutes separates them. He had a second cable ready to try. It would have made no difference.

The stages.
Put a meter on it first
Off the USB lead and onto a metered supply, it showed what no laptop will ever show you. A sharp climb as the motor took hold, then a dead stop against whatever was pinning it, and the trace repeated on the second run. A failed board draws low and flat from beginning to end. This did neither, and one trace was enough to place the fault.
Get the heads off the surface
Opened under clean air, the mechanics agreed with the meter. The tip happened during a write, so no instruction to park ever reached the actuator. The heads had come down onto the recorded surface and were gripping the spindle where it had stopped. They came off one at a time, and the strip of platter beneath each went beneath a stereo microscope, since a head left in place will grind down into the data.
Start it once and copy everything
Freed, the motor spun up at once and the drive reported itself properly. The whole surface then copied in a single run. Nothing was opened en route and nothing was browsed. A mechanism that has jammed once can jam again with no notice at all.
How it finished.
The platters came through unmarked, which is what tends to happen when a drive is not tried over and over. All of it went back: each reel he had put through the scanner, each slide as well, verified onto fresh media. The S3 was scrapped. The films sit in three places now, and his sister holds one set.
